Welcome to the City of Eureka Building Division

The Building Division administers a program of construction regulation that is mandated by the State of California to provide minimum standards to safeguard life, health, property and public welfare by regulating the design, construction, quality of materials, use, occupancy, location, and maintenance of all structures within the City.  The Division ensures public safety by providing thorough, accurate plan reviews and inspection of all structures.


***Please note that limited staffing due to COVID-19 has significantly impacted our operations and our public counters are closed to walk-in assistance.  However, our division team is fully operational and processing permits daily even though our public counters remain closed. 

Permit requirements are not waived during a state of emergency and unpermitted work particularly gas and electrical work without permits puts the public's safety at risk. 

All of our services can be accomplished electronically by following our instructions below and we look forward to assisting you:

1. To submit a permit application for plan review:

  • Please email a completed Building Permit Application along with your complete digital submittal (plans and all supporting documentation) to the Building Counter at and a staff member will log in your project and respond with instructions to formally submit.  Building Division forms can be found here.  It is important to follow our electronic submittal instructions located here, as improperly formatted files will not be accepted.  Please do not submit hard copy submittals until instructed to do so. 2. To Submit for and over-the-counter permit: (Re-roof, water heater, water or gas line repair, etc.)

  • Permit requests considered over-the-counter should be submitted via email. Please include a detailed scope of work (description) and bid/estimate to Staff will process your request and reply with details to schedule pickup.  Limited appointments for permit pickup are available Monday through Thursday.

3. To resubmit plans for a project that is currently under review:

  • Please email a digital copy of the full resubmittal to the Building Counter at  Once received, a staff member will log in your project and respond with instructions to formally resubmit.  It is important to follow our electronic submittal instructions, as improperly formatted files will not be accepted.  Please note: A written response to all comments from reviewing divisions is required.

4. To submit for a residential solar permit:

  • Please submit two sets of signed plans, specs, calculations and toolkit forms applicable to your project.  Even if your project does not qualify for an expedited review, we recommend submitting PV toolkit document #5 (structural criteria checklist) to expedite the review process.  Digital submission is not required for residential solar projects.  Solar submittal packages can be submitted anytime our first floor lobby is open - 10 a.m. to noon and 1 p.m. to 4 p.m., Monday through Thursday.  For large commercial systems, please refer to submittal instructions for plan review above - #1.

5. To pay for an approved permit and / or schedule an appointment to pick up:

  • If you have received notification that your permit has been approved and is ready to issue, please call the Building Counter at 707-441-4155 ext. 0 to make a payment by phone and schedule an appointment.  Appointments are available at 11 a.m. and 3 p.m., Monday through Thursday.  Walk-in service is unavailable.

8. Need to schedule an inspection?

  • Please call the 24-hour inspection hotline: 707-441-4043.  At this time there have been no changes to inspection procedures, however, due to COVID-19, a face mask or covering is required when interacting with staff.  If this changes in the future we will notify via the outgoing message on our inspection line.  Please note that we do not return calls to confirm inspections and the assigned inspector will contact you the day of your inspection prior to arriving on site.
