The mission of the Development Services Department is to foster opportunity and guide growth through partnerships with our community. The Department includes four divisions: Planning and Zoning, Economic Development, Housing, and Property Management.
The Planning, Zoning, and Community Development Division facilitates development projects, zoning administration, FEMA floodplain administration, long- and short-range City planning, design review, historic preservation, environmental review and permitting, changes to the City Zoning Code, the General Plan Update, and annexations.
A community cannot flourish without affordable, adequate shelter for its citizens. The City works to ensure that all residents have access to the variety of housing options needed to thrive and prosper in Humboldt County. Through our Housing Programs, we strive to see that our neighborhoods are well cared for and maintained.

The Property Management Division is responsible for all the operational activities of City-owned real property in accordance with established real property procedures and policies. Property Management includes managing real property leases, sales and acquisition, determining and adjusting base rents and coordinating inspections, while maintaining and enhance all properties. Property Management ensures all properties are being utilized to achieve the highest possible benefit to the City and community.
