The Engineering Department is responsible for issuance of several different types of permits, including Encroachment, Water Service Connection, Sewer Service Connection, Transportation Permits and Residential Parking Permits. Engineering accepts cash, checks and Visa/Mastercard as payment. Please call or fax over information in regards to the type of permit you would like so we may have it available for you when you come in to sign and pay for it.

The Eureka Municipal Code provides,
"It shall be unlawful for any person to excavate in or to construct, install, or maintain any improvement, structure, or encroachment in, on, over, or under any city property, tidelands, street or easement without first obtaining from the Director of Public Works a permit therefor, or to maintain the same without such permit or in violation of the terms or conditions thereof." ('63 Code, § 7-1.02)
The Engineering Department is responsible to issue an Encroachment Permit any time work will be conducted within the public right of way.

The purpose of the water service connection is to provide potable public water to the consumer. All new construction must be connected to the City of Eureka water system.
The purpose of the sewer service connection is to provide a sanitary sewer system to the consumer. All new constructions must be connected to the City of Eureka sewer system.
TRANSPORTATION PERMITS for EXTRA-LEGAL VEHICLES or LOADS
Transportation Permits allow movement of extra-legal vehicles or loads on City Streets. Appropriate routing can help avoid accidents and insure safe passage through the City. Pilot cars may be required to guide extra-legal vehicles or loads along the route.
RESIDENTIAL PARKING PERMITS
Residential Parking Permits are available for residents within the City's Parking District, which is generally defined as the area bounded by First Street on the north, Eighth Street on the south, 'A' Street on the west, and 'J' Street on the east. This is an annual permit that allows for parking in a designated lot without paying the meters.
In November 2019 the Eureka City Council authorized the creation of a No-Fee Residential Parking Permit System in the vicinity of Eureka High School. Enforcement hours for the permit zones will be from 8 a.m.to 5 p.m. Monday to Friday, except when EHS is not in session. The permits will be valid for one school year.
